I have a separate power supply in each of my 24U modules. I would regularly crowbar one of the rails on power-up every few days. I had an extremely slow risetime on the -15 volts. I use the power-on delay to power up half of the cabinet so I lessen the initial load on the power supply by 50%. It depends on the number and type of the modules and how sensitive the power supply is to inrush current on the DC rails. My triple output supply never has crowbar'd and I didn't put a delay on it, just on the dual supplies.
