Strictly speaking, a pitch shifter is different than a frequency shifter. Pitch shifting maintains the harmonic relationships, frequency shifting mangles them as it spreads them. Frequency shifting is hard to do precisely, but I've personally never heard of a VC pitch shifter. Maybe some of the Lexicon or other rack effects boxes which do pitch shifting have a VC input, but they are digital anyway. Which exactly were you interested in?
