I think your talking about one of Jim's modules , and it did turn out to be a reversed polarity. I had a similar problem a bad timer IC that was pulling down the supply voltages across the modules powered by the same PS. Check your connections for polarity. If you have a DVM, check the voltages with only the suspect module in attached.
