I would try to compile the SRPM from Fedora instead of straight from  
a tarball.
If you don't have the right devel packages, you'll get prompted for  
which ones to install.
SuSE does not have a rpm-build package ?

Since I use Fedora, I installed milter-greylist directly from the  
Fedora repository.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
