patch for debian init script

reload checks config first (force-reload and restart do not).
TODO:  abstractions.

This is probably easily applied to the other init scripts, too.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
