GeoIP is not available

Please add a configuration option to disable GeoIP.

Fedora is packaging milter-greylist with GeoIP enabled at compile time, but
the user may not have a GeoIP account; in that case syslog gets lots of
"GeoIP is not available" messages.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
