I don't know, but my Postfix with milter-greylist works like you want -
rejects unknown users and doesn't write them to greylist.db.
I didn't do anything special for this.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
