You are correct, in addition the maximum number of user smmsp child processes may be 
limited as well as maximum number of vfork'ed child processes per second may be limited.

In other words, the "Sendmail overload" possibility has been well dealt with in Sendmail 
8.13.x, now may we consider my proposal on its merits, be they bad or good!
