I compiled using './configure --prefix= --enable-dnsrbl --with-libbind=/usr/local' on Fedora Core 5 with RPM installs of bind-libs-9.3.2-20.FC5 and bind-utils-9.3.2-20.FC5 From what I can tell I have a libbind.so and libbind9.so in /usr/lib, so maybe I should be compiling using --with-libbind=/usr/lib ?
