configuration file update

Hello,

The milter-greylist version 3.0a6 does not always reread
the configuration file if there is a new one available.

The version 2.1.4 always reads it.

Is this a planned change in behaviour, or a bug has been
introduced somewhere?

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
