It's for DRAC: the DB file is used as a whitelist source.
milter-greylist only read from it.

system limits are here for that purpose, but if milter-greylist hits the
limit, it crashes.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
