I had this problem twice last week.

It was under heavy (mail) load.

I still had plenty of cpu power and memory.  The machine is SMP Linux
(non redhat). Sendmail 8.13.5

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
