It's because it can't write anymore to the dump file, which is
owned by root because you already ran milter-greylist as root.

Running as non root is better on the security front if a
security hole is discovered in milter-greylist.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
