I know opinions on recapping can differ, so there's two times "maybe". In all cases it can't be a mistake to check how they look.
I have included PSU problem, because wrong voltages are often a possible source of wrong function, and electrolytic caps are first to be suspected. Not just my experience :-)

The chances of a electro cap from 1989 being bad are very LOW. And the symptoms of the problem don't remotely sound like a electro cap problem.Everything else is good advice. :-)/Mike
