These need to be in a sampler instruments folder or alias in the application support folder (unless specific to a song). You can therefore have only two sampler instruments folders, one in the system/library/application support/logic folder and another in user/yourname/application support/logic folder. Normally the system folder would be for factory instruments only, but if you wanted to specify two sampler instrument folders or aliases you could put some user instruments in that one.
