I may be wrong (it has been known!) but I think this only applies to 
samples, not EXS instruments.

These need to be in a sampler instruments folder or alias in the 
application support folder (unless specific to a song).

You can therefore have only two sampler instruments folders, one in the 
system/library/application support/logic folder

and another in

user/yourname/application support/logic folder.

Normally the system folder would be for factory instruments only, but if 
you wanted to specify two sampler instrument folders or aliases you 
could put some user instruments in that one.

However it's a better idea to keep all the instruments in one place 
(your user library) and your samples wherever you want on different 
drives etc.
