Hello Murray, ExsManager *PC* is an old, unsupported project. Back in the time it could handle the existing libraries with no problems, but in the past 3 years libraries have become more and more complex (Michiel did a really great job i think), and the internal structure of ExsManager PC simply can't handle this complexity. I would try this: once you load the instrument in Exs24 (and it might be painfully slow the first time), open the editor, select all zones, then use the "zones/update selected file zone info from files" menu item (should be in PC version as well AFAIK) Then save the instrument, quit logic.
