I do not recommend use of the EXS for this kind of the thing. Only premium setups have a low enough latency on MIDI input. Most users do experience latency on input (output of course is sample-accurate). Sounds like a live application. Stick with hardware if this is a serious part of your live show. If you're only concerned about performance on playback, I'm sure you can do something along these lines in Logic (don't think velocity-controlled crossfades between patches will happen though). It's the mention of the words "foot pedal" that raised an alarm in my head.
