It's easty to build one (as I did, without ribbon).

input freq as lowest C, makes me think it's pll that feeds
some top octave generator like old 50240 (did I got it right)
to produce all the notes from an octave. Of course, both
parts could be more or less discrete, but that's what should
be in there IMO...
