Actually an EPROM can be burned many times but must be erased between times in a UV Eraser if you wish to re-program the IC with a new program. There are OTP (One-Time-Programmable) EPROMs, but usually have to buy those in very large qty as you are doing "production run". If you were merely changing a few bits (like the SE upgrade might be doing), then you would not necessarily have to reprogram the whole EEPROM, just change those few bits.
