That's great news that you have received the original binaries! I hope you didn't went to a lot of trouble getting them. A lot of people on the internet assumes that's an easy trick, read, write a PAL, but this a bit "old" school. If you need any assistance to convert the binaries into JED and you wouldn't mind me helping you send me a pm. You can also try to burn GALs instead of PALs but it's just an idea.
I am working on the scattered memory problem and have successfully burned the eeprom into 8mb. It shouldn't be to hard altering the code so it can be used for other installed MB's. I have also succeeded in recreating somewhat strange behavior called the 'scattered' memory. Maybe there is some usage to alter the memory in a specific way.

I have been given the original EMU binaries, but they are in a proprietary format which I haven't yet converted to JED.Jedutil doesn't work and I haven't had time to run them through the paces of all the other available utilities as of yet.

Assuming I get them converted, I will then burn PALs for nominal fee to anyone who might want them, as I have a programmer and original MMI PAL16R4 ICs.

Which PAL's are you referring to? To my knowledge it isn't possible yet to "read" (for example the PAL16R4(ANC) located at IC25 or the PAL16R6 located at IC26 of the Emax II main board) PAL because they were 1 time programmable with a factory burned fuse that prevents to read the prom. Also it is very, very difficult of re engineering the prom through the "scattered" data it will generate if prom is accessed back works.
