Sample playback on the C64 was acheived by changing the volume of the
SID chip rapidly, the volume register has 4 bits. Thus, it is 4 bit
samples.

True. The volume register needs to be updated quite often to achieve a
decent sample rate, i.e. all the time when playing a song with
samples, unless you would like even crappier sounds.
The Sidstation OS does not support playback of samples in any
way. Memory and OS reasons are the causes for this.
