Cgs synth

I'm slightly puzzled by the CGS66 schematic.
Shouldn't the PSU outputs be on the output pins of the
regulators instead of the adjust pin?
The PCB seems to do just that.

Also, the upper 10uF cap on the component layout
appears to me to be the wrong way round.
