If this schematic is still valid you should be able to connect the
input with no problem. The pulls are mainly there to define a default
value, and shouldn't interefere, not noticably anyway.
If it does, one of the gates (either 'and' or 'or') will be silent
because it's stuck in the "wrong" state, which is 0 for 'and' and 1
for 'or'.
(0 AND anything = 0, 1 OR anything = 1)
If this happens, even though it shouldn't, decrease all six of the
pulls to something slightly lower, maybe 68k or 47k.
