20 milliseconds would be 1 MIDI clock tick at 120bpm.
Does the apparent delay vary with Logic's tempo ?
I can't remember there being any MIDI clock bugs in P3, but it's possible
there is a scenario in which the first tick is missed, which would put it
behind.
I recently saw an MFB Tanzbar, and it has a bug where the MIDI start is
treated as a clock tick, which puts it 20ms ahead if you're running at
120bpm or so.
I don't think all that other equipment could be doing that though.
Which P3 OS version are you running ?
