The Index CV controls a VCA which in turn controls the level of the signal at the Linear FM input. So if there's nothing plugged in to the Linear FM input, then there's nothing for the VCA to control. Plug the output of the carrier VCO to the Dynamic 1 DC Linear FM input (right below the Index CV input), and adjust the Index CV knob to control the amount of carrier you want to FM the ZO.
