OK, done some more testing with this today, and it seems that everything else works, and actually the buzzing power supply doesnt seem to be a problem - seems pretty much the same with or without the M15 plugged in. My problem is that the M15 outputs a buzz (seems to be the same frequency as the power supply buzz) which starts with distortion then decays to a more sine-like buzz. Its def not the oscillator tho, as tuning makes no difference, and seems to be pretty much every jack socket that makes that noise.
