In the countryside, policy says they can have two children. In the major cities, policy says they can have one. But in fact, they can have as many as they want, provided they have the financial means to support them. The government pays (read: the people pay) to educate one child in the cities (two in the countryside). Education of a second or third child is the responsibility of the family.
