I think that I read that the engine actually boils out water when running slow, is that right?

More thoughts....I am sure that you have checked the water flow with the cap off (when first starting the engine and cold) to see how fast the the water is moving through the expansion tank, to see if there might be a restriction in the return line from the radiator after the engine warms up.If you notice a slower than normal flow, let me know. There is a possible fix.

IT IS A METAL IMPELLAR, OEM VOLVO WATER PUMP, PERHAPS THE ORIGINAL. I HAVE NEVER REPLACED IT. SOLID ON THE SHAFT, NO BROKEN VEINS OR WOBBLY BEARING ISSUES. DID BUY A NEW ONE TO REPLACE IT WHILE IT'S OUT. IM CHANGING OUT EVERYTHING, THAT IS EASY TO GET TO. PHIL.

Phil,When you had the water pump off, did you check the impeller on the shaft to be sure that it has not or does not come loose on the shaft when it warms up? I had a problem like that many years ago and found that a\the plastic impeller would expand when it got hot and would not move the water through. It was a after market pump as the original one had an iron impeller. it was hard to test on the bench, so i would run it hot, then carefully and quickly drain the water and remove and test the pump. I would place the pump in the hot water and then turn the shaft and hold the impeller. It took about 30 foot pounds to move it, but that was the problem.

RADIATOR RE-CORED, ELECTRIC FAN ADDED, T STATS CHANGED,(DIFFERENT TEMPS) NOT AIR BOUND, HEATER CORE BY PASSED. STILL TO NO AVAIL. COMPRESSION GREAT, LEAK TESTED, TIMING CHANGED AND PLAYED WITH, NO WATER OIL MIX, AND NO STEAM OR WHITE TAIL PIPE. DIDN'T REALLY WANT TO WITH ALL MY OTHER PROJECTS, BUT I PULLED THE HEAD. I WAS HOPING TO FIND A MUDDED UP BLOCKAGE IN THE BLOCK, BUT NO LUCK THERE. DRAINED AND PERFECTLY CLEAN. NO WATER TRACKS BETWEEN THE HEAD AND THE BLOCK EITHER. HEAD GASKET IN GOOD SHAPE, NO SIGNS OF LEAKAGE ANY WHERE. PULLED THE WATER PUMP LOOKING FOR BROKEN VEIN ON THAT OK. I HAD THE HEAD SHAVED, AND MULLING OVER SHAVING THE BLOCK. STRAIGHT EDGE AND FEELERS SHOW IT'S OK. I HAVE SERVICED MY AND CUSTOMERS VEHICLES FOR 40 YEARS AND I AM BAFFLED. IT HAS ALSO BEEN RUN BY MANY OF LOCAL PRO'S, FRIENDS, FOR ADVICE.
