there are a number of controls for Autotune including speed of change and 
intensity - and there is manual mode with the graphic editor too. I am pretty 
sure Cher was done autotune, because there have been a raft of immitators using 
this affect. E.g. Dirty Vegas, and they all seem to have nailed the affect 
pretty easily. You can always run the vocal through several passes, with different 
settings, then take the best bits and edit them together too.
