That's how they *are* made. Also how the Cir-Kit repair sets sold by Pace work.

well yeah sort of but the way they are bonded is specific just using copper
foil will be kinda flakey unless the adhesive you use is heat resistant so
you can solder the contacts otherwise it will just lift up all over the
place.

The foil (comes in varying widths) made for stained glass artwork has
heat resistant adhesive - it's made to be soldered after sticking to glass.

It's not that heat resistant.

In stained glass it's bent around the glass forming a U-shape, and once
that's covered in solder it doesn't matter if the adhesive fails, it's not
going anywhere.

Tiffany used beeswax to hold the foil in place until it was soldered. Some
of the glass in his lamps rattle because the beeswax evaporated over time.

The OP may find this interesting:
http://hackaday.com/2011/09/12/glass-pcbs/. He was just gluing the copper
foil to the glass, but he did try the foil method as suggested. Can't
remember his outcome...
