TSSOP only needs 10/10 rules.  I've done VSSOP with toner transfer,
which needs 8/8 rules (well, 7.8/7.8 rules - 0.4mm pitch).

Yes.

I've done home made boards with laser toner transfer for an LQFP with
0.4mm pitch. It takes some care (good paper, careful ironing on, don't be
too vigorous when removing the paper since the small pads/traces can be
easy to rub off). IIRC, TSSOP has the same pin pitch as an SSOP - which I
found to be not too hard at all.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
