To hopefully answer your questions:

Yes. This is a good setup to begin with. Assuming it works like this, add cards until you get malfunctions...

It should be in the rightmost slot, next to the CMI32 or turbo-SCSI card. A second card would then be next to its left - you can't have any gaps. The memory cards can be in any position in the first 7 left slots, as their addresses are set with DIP switches.
