I don't have an A-185, but I think you are correct. The A-190 should provide CV/Gate to Case 1 (only the modules in the same 3U row as the A-190, unless you have the extra cable to connect your bus boards). The sockets on the A-190 can send the signals to the other case's A-185, so the A-111s and A-141 can be fed from the Case 2 system bus (again, only the same row as A-185 unless you have the bus board connection cable). That should drive your VCOs without any tuning issues ... I think....
