The difference should be not that big. The 108 is a moogish transistor ladder, the 103 (TB303-)filter is a diode ladder, which is realized by transistors. The 303 filter itself sound quite similar to a moog filter. Beside the parameter correlation it is the partially (and frequency dependent) dc offset of the audio signal which makes the 303 sound that specific. I don't think that this is realized in the A103.
