Thanks Florian. Are they polarised caps?
 
Also is there a cap between the 7809 gnd leg and ground or is it wired
direct?

yes.

For the filtering caps - I do not know how they are called in english. 
I'd say: polycarbonat foil capacitors. 35Volt.
