The "exact" complementary color is what is exactly opposite the filter color, but of course the filter affects the brightness of the "near-by" colors, too, but to a lesser extent. You are right: "one advantage of colour capture is that the range of adjustments that can be made post capture is significantly greater than those that can be made with B&W film.". However, the "acutance", or sharpness, of B&W films is higher than that of color films, and I believe that I have noticed that their local value contrast is better, too.
