I took a Master Recycling class once (in the Portland area), and I learned two things:
1. Almost anything is potentially recyclable.
2. Whether something will be accepted by a recycling agency depends entirely on the market at the time, and the cost of getting the material to a buyer. (This is why recycling styrofoam is rare: it costs much more in fuel to transport than anyone will pay for it.)
So there’s no definitive, global answer. The best thing is to contact your local recycling agency (in Seattle, http://www.seattle.gov/util/myservices/recycling/) and tell or show them what you have — and how much. You may have to take a special trip to a drop-off center. Probably worth it if you have a large quantity.
I reckon both the IJM bottles and the paper roll end-caps are recyclable, even if they don’t have the little recycling symbol on them. The left-over pigment in the bottles might be a problem. But again, the local agency can tell you.
