It doesn't know if there's information out there or not. All it knows is there's file out there, pure white pixels are still pixels. There are minimum margins necessary, the info should be in the printer manual, or printable area might be seen in the print with preview box or indicated by negative numbers there, margin info also used to be in some page setup dialogue boxes... Is there a borderless setting for 13x19 in page setup? Another thing, if there's no info out there you can just print anyway and let that white clip.
