I had the same experience after ~3 years of MIS CIS and VM quads... couldn't fix it. Printer works fine with color dye carts. My solution was to spend $150 on an HP 7660 :) I think that pads start partially clog just enough to band with full ink application, but not for the tiny amount used in a nozzle check... but that is just speculation.
