I missed this image.

In testing different blends, I saw some effects similar to this, but they were usually throughout the mix.  I think the literature refers to it as "clouding."  If the mix of co-solvents and surfactants isn't correct this can happen.  I've never had it happen to a mix that used the ratios, by weight, of the published formulas.
