Few web-based BBS and forum systems allow this. Most (including 
phpBBS) will notify of new posts to subscribed topics by mail, but 
generally only the "professional" (read $$$$$) versions of a very 
few will allow participation by mail.

An alternative way to do it might be to turn it on its head: use a 
listserver to host a mailing list, then stick one of the free web 
gateways on top to give a web browsable interface.

I share Ed's concerns about inertia, though I think a 
suitable "welcome" message and a few thick-skinned individuals 
dropping in from time to time could redirect the stragglers or 
newbies to whichever new home is chosen, if that comes to pass.

It's a crying shame that more text has crossed the aether in the 
last few days on this topic than on the one we came here for [sigh].
