With pcbexpress.com you can panelize your boards. The largest panel is
12x14.
If you can place four 5x7 boards on a panel you could buy two panels for
$296
which would be $37 per board (8 boards). four panels would yield a cost
of $19.5 per board (16 boards).

You would have to cut the boards yourself and the 7" dimension is tight
on the 14" panel.
