I think that's normal, from memory on the code404 mailing list, the last 25% of knob movement isn't used. anyway if you set the filter to the top position and set the offset for say filter 2 to -50, the cutoff will off set to lower freq, even though the display keeps the actual cut-off freq to where it was originally.
