Nope, fuse bits can be reset, IF you have the right programmer.
It is possible to get it into a state where the simple programmers 
can't talk to it anymore.

Nope, completely eraseable. :)

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
