Probably not yet.

On a more practical note to the OP.  Have you turned off UAC?  It's one of 
the new security features and it prevents an application from writing to 
its installation directory.  This refusal is transparent, the application 
thinks it has succeeded.

Yes, that should never have been done but, Microsoft encouraged it by doing 
it themselves.
