New ROM does not transmit midi when local off - confirmed

Sorry to report that the newest ROM still does not treat the sequencer as a
real sequencer.  When the unit is set to "local off", it does not transmit
sequencer data.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
