The first one gives only 2 states , 0 or 1, and can be used , for example , as a sustain pedal that removes all the "note off" MIDI messages . But could do something else like turning on or off something (voice , effect ...) when you're playing . The other sends data between 0 and 127 depending on the position of the pedal (= pot) that can be used to "tune" a filter , add an amount of reverb or anything else "continuously" variable (in fact it is not because MIDI works with binary data , not voltage or current !) .
