250 Voltage update

Short answer - yes.

The 250 voltage outputs refresh in real-time, whether playing or
editing.  The time/duration knobs work similarly - if you turn
down the duration while on a stage, it will advance to the next
stage that much sooner.  This is true of most if not all of the
knobs on the 250e.

My particular question on the 250 is the voltage refresh on each 
stage. On
the 249, one cannot hear the effect of a given stage pot's offset 
adjustment
until the instrument passes around again. In short, there's no real 
time
feedback of the voltage levels during set up - they work like a 
sample and
hold and it doesn't refreesh until it passes around again or returns 
to that
stage by other means. When I saw the DARF, I was like - 'Oh my God, 
Oh my
God, Oh my God'. When I worked with it however and noticed this update
issue that mantra morphed into 'Oh crap, Oh crap, Oh crap'.

Does the 250 handle it's refresh similarly? Or can one hear the 
effect of
turning a given stage pot in real time?

this must be a new firmware change.  On the 250 at Big City Music, the
voltage at each stage is latched until the next time that stage is active.
You can see the value change on the display as you are editing, but that
level doesn't take effect at the output until the next go around.

Yes.  At each stage, if you turn the time or voltage knob, it takes
effect immediately.  This is a change from earlier versions of the 250;
owners and users might want to contact Buchla and Associates about
obtaining a software update.
 
Note that the display on the 250 doesn't show the value; it's mainly
used to show loop counts and jump to values (the 249 has a more
elaborate display).
 
The 250 has a much more 'analog' feel than the 249 in my opinion, with
16 separate voltage knobs and 16 time knobs (which also supply a voltage
out), and a lot of real-time reading of knobs and updating of values.
