What's the current rating of the universal? Most of
the ones I've seen aren't very high. I'd go with a
nice brawny one like 800mA or 1A and dedicated 9V. And
it's positive sleeve/ negative tip.
Once you're sure the power's right and you still have
the problem, it could be the joystick or its reading
circuitry. Contact cleaner followed by working the
stick all around might do it. Or, this thing is full
of ribbon cables, wire harnesses and connectors, and
there could be a loose or oxidized one. Good luck,
