[sdiy] LoopMIDI and Win 11

I am happy to report that LoopMIDI works on my Win11 computer. It was
just basic testing. I tested using MIDI-Ox, VMPK keyboard, Cakewalk
Sonar, and Notation Player 5. Notation Player failed because it refused
to open any LoopMIDI ports saying that it was a potential infinite loop
even though it wasn't configured that way. I use it for a lightweight
way to preview MIDI files so the failure is of no consequence to me.
